Something happened that a rule should catch, for example a unit sped or left a geofence. The Alert Centre shows no incident for it, not even under History.
If the incident is there but nobody got a message, the rule did fire. See An alert or service reminder did not notify anyone.
Use Test on history to tell these apart. See Check with Test on history.
Check
A rule watches units of a sub-account only if it says "+ sub-accounts".
A rule can also be off because the app switched it off. Its row then says why, for example "Switched off: its app was uninstalled".
Fix
While an incident is open, the same rule does not open a second one for the same device or unit. With Notify once, nothing more happens until the incident clears. With a repeat, the rule adds a fire to the open incident instead.
Check
Fix
With Confirm before alerting on, the condition must stay true for the Observation time before the incident opens. A short spike, such as a few seconds over the speed limit, does not open one.

See How alert rules fire and clear.
Some templates read a sensor, such as temperature or fuel. A unit without it can never fire the rule. The rule form warns in an orange box, for example "5 units cannot fire this rule. This template needs temperature.", and lists the units.
Check
Fix
Each template checks at its own pace, shown next to the scope in the rule form. A template marked "from intervals, ≤ 2 min lag" checks after the app has worked out a trip, stop or visit, up to two minutes later. A template on a timer, for example a silent device, checks when its time runs out. Service reminder checks every minute, and SIM plan expiring every 15 minutes.
Fix
Devices sometimes send stored messages later, for example after a tunnel. Messages that arrive late, under Advanced, decides what the rule does with them:
Check
Fix
A rule can only react to messages it receives. If the device was silent, there was nothing to check.
Fix
See A unit is offline, sends no messages, or a new device does not connect.
Test on history replays the rule, as it is on screen, over data your units already sent. It sends nothing to anyone.
If the test shows an incident, the rule works; look at Enabled, open incidents and late data. If it says "This rule would not have fired in this period.", no message met the condition. Check the limit, the hold time and the unit's data.
The test is unavailable for templates that run on a timer, from intervals, from aggregates or across the fleet. See Test a rule on past data.
